GitHub's changelog says Copilot code review will begin consuming GitHub Actions minutes on June 1, 2026. That is a useful little forcing function: if automated review runs inside the same budget envelope as CI, teams have to decide where it is actually worth spending.
For an agency, the move argues against blanket enablement on every client repo. Start with repositories where review latency is the constraint, track minutes as a delivery cost, and keep human review responsible for architecture, security context and client-specific risk.
